City of Los Altos Receives Multiple Awards for Excellence in Budgeting

The city of Los Altos has received two awards for excellence in budget presentation for its FY23-24 budget, the first year Los Altos utilized the zero-based budgeting method. The Government Finance Officers Association of the United States and Canada (GFOA) awarded Los Altos the Award of Distinguished Budget Presentation, and the California Society of Municipal Finance Officers (CSMFO) recognized the budget for Excellence in Operating Budget.

To be eligible for each award, the City had to satisfy nationally- and state-recognized guidelines for effective budget presentation, meeting the highest principles of governmental budgeting. This marks the first time the City has received the Distinguished Budget Presentation award from GFOA.

“These are significant achievements for the city of Los Altos, with recognition now extending to GFOA and CSMFO: it underscores the City’s commitment to fiscal excellence,” said Finance Director June Du. “Although the transition to a zero-based budget presented not-unexpected challenges, we were able to meet them through the collective effort from staff, the Financial Commission, and the City Council. We will continue to work diligently to present our budget at this level.”

The City implemented zero-based budgeting for the first time during the 2023 fiscal year, a method in which the department’s budgets start at zero each fiscal year: every expense must be justified, with the goal of more effectively allocating resources to the most-needed public service areas. The budget underwent a rigorous three-month review by staff before its proposal to the Financial Commission and City Council.

The upgrade includes replacing 74 power poles, 134 transformers, and thousands of feet of hardened wires. Due to the size of the project, some customers may experience more than one planned power outage through the end of June.

The majority of the work will be performed on weekdays during business hours. PG&E will place "No Parking" signs along the affected streets at least 24 hours in advance.

Press Release: City of Los Altos Police Chief Resigns

After approximately one and a half years of service to the Los Altos police department, Chief of Police Angela Averiett has announced her resignation, effective mid-April. Chief Averiett has accepted the position of interim chief of police for the city of San Leandro and assumes her new responsibilities at the end of April.

“On behalf of the city of Los Altos, I thank Chief Angela Averiett for her dedicated service to our community,” Mayor Jonathan Weinberg expressed. “The Chief led our police department with distinction, and was approachable and reached out to all segments of our community. I am gratified that she moves on from our City having helped to make it a better place. We will miss the Chief and wish Angela all the best.”

During her tenure, Chief Averiett has been instrumental in implementing numerous initiatives, which included hosting the first Public Safety Open House, introducing and implementing the automated license plate reader (ALPR) program and policy, and significantly increasing the officer recruitment rate. Under her leadership, the department has also seen an overall boost in department morale.

“Chief Angela Averiett accomplished much of what she set out to do in Los Altos, including modernizing many of our police services and focusing on community-oriented policing,” said City Manager Gabriel Engeland. “We will move forward quickly with our search for the next police chief so we can capture the positive momentum in the police department and build on her great work. I join the Mayor, City Council, and Los Altos community in wishing Chief Averiett well in her new position and thanking her for her exemplary service to our community.”

The search for a new police chief will begin immediately to find a qualified and experienced candidate who can build on the department's successes and continue to improve public safety and community-oriented policing in Los Altos.

A flood watch and wind advisory have been issued through the holiday weekend into early next week as the Bay Area is expected to experience more rain, gusty winds, and the possibility of thunderstorms.

El Camino Real Closure to be Lifted Monday Morning

All lanes of the eastbound section of El Camino Real between San Antonio Road and Sherwood Avenue are scheduled to reopen tomorrow morning, Monday, February 12. Projected reopening time is 6 AM. The bike lane and sidewalk directly in front of 4600 El Camino Real remain closed.

This section of El Camino Real has been closed since early Christmas morning due to a three-alarm fire that destroyed the commercial building at 4600 El Camino Real.

No further information on the reopening of the bike lane and sidewalk are available at this time. Updates will be released as soon as they become available.

4600 El Camino Real Incident Update #5

On Monday, December 25, 2023, at approximately 4:50 AM, Santa Clara County Fire Department (County Fire) responded to reports of smoke coming from a commercial structure located at 4600 El Camino Real in Los Altos. Following a 3-alarm fire response, consisting of approximately 60 first responders, the fire was declared under control at 1:53 PM. The building was declared a complete loss and at risk of collapsing, leading the city of Los Altos Building Division to close a portion of eastbound El Camino Real between San Antonio Road and Sherwood Avenue.

Fire investigators immediately began work to determine the origin and cause of the fire. Although this remains an active investigation, the investigative work onsite concluded on Tuesday, January 30. On this date, County Fire released the site to the building owners, property managers, and the city of Los Altos to conclude the demolition process.

The debris removal began on Thursday, February 1, with shoring to follow, marking the final stages of the demolition process. This phase will continue over the next two weeks and requires the current road closure to remain in place.
